BY-LAWS


ARTILCLE I- Membership

Section 1. Full membership in this organization shall be limited to those actively engaged in the actual exploration of petroleum and related services.

Section 2. Associate membership shall be open to anyone interested in furthering the work of the organization.

ARTICLE II- Dues

The annual dues for full or associate membership shall be twenty-five dollars, payable beginning September 1st and becoming delinquent December 31st of the same year. Such funds are to be used solely for the support of chapter activities.

ARTICLE III- Meetings

Section 1. Regular meetings shall be held on each fourth Tuesday of the month, except as noted below.

Section 2. A regular meeting shall not be held during the month of December. The Executive Board may make changes to the meeting schedule as needed due to extenuating circumstances.

Section 3. The Executive Board shall meet for the transaction of business at the call of the Chairman or five of its members.

ARTICLE IV- Election of Officers and Advisors

Section 1. New Officers and Advisors to fill expired terms shall be elected by secret ballot mailed to the membership at large and returned by July 15th. A simple majority indicated by the returned ballots will elect the new slate of Officers and Advisors. They will be announced at the August meeting.

Section 2. No member may hold more than one office at a time.

Section 3. The six members of the advisory committee whose term of office does not expire in the current year shall act as a nominating committee and shall present to the Executive Board the name of at least one candidate for each office to be filled.

Section 4. The consent of each candidate shall be secured before his name is presented to the Chapter as a nominee.


ARTICLE V- Duties of Officers

Section 1. The Chairman shall preside at all meetings of the Chapter, appoint committees upon instruction from the Chapter or Executive Board, and perform such other duties as may pertain to his office.

Section 2. The First Vice-Chairman shall arrange the programs for all meetings and shall perform all the duties of the Chairman's office in his absence.

Section 3. The Second Vice-Chairman shall be responsible for the maintenance of the Scholarship Program and shall perform all the duties of the Chairman's office in the absence of the Chairman and the First Vice-Chairman.

Section 4. The Secretary-Treasurer shall keep a record of the proceedings of the Chapter and Executive Board attend to all correspondence; receive all monies due the Chapter and pay out the same only with the approval of the Chairman.

Section 5. No officer shall have the authority to authorize payment for any expenditure for more than $1500.00 without approval from the board and the membership.

ARTICLE VI- Term of Office

Section 1. The term of office of each officer shall be one year, running from September 1st of one year to August 31st of the next. No officer can serve more than one full term in succession in the same office, with the exception of the Secretary-Treasurer. This is a paid position and an individual may hold this office for consecutive years.

Section 2. The advisors shall be elected for two successive years and cannot succeed themselves.

Section 3. The Chairman of the Executive Board shall serve for one year and cannot succeed himself.

ARTICLE VII- Filling of Un-expired Terms

An unexpired term of the Chairman shall be filled by the First Vice-Chairman; the First Vice-Chairman by the Second Vice-Chairman. All other unexpired terms shall be filled by appointment from the Executive Board.

ARTICLE VIII- Files

Each entry into a regular file shall be kept for at least three years. After a file entry is three years old, it can be discarded.

ARTICLE IX- Amendments to By-Laws

These By-Laws may be amended at any regular meeting by an affirmative vote of two-thirds of the members present and voting, provided that the proposed amendment shall have been presented at the previous regular meeting.

ARTICLE X- Parliamentary Authority

Robert's Revised Rules of Order shall be the official guide of the Chapter.

ARTICLE XI- Fiscal Year

The fiscal year for the Chapter will begin September 1st and expire August 31st of the next year.
